readings on monuments, re-enactments,

Maryland
(PermReq) Grade Method: REG/P-F The seminar provides
instruction in the historical
investigation into legal records, focusing
on the legal aspects of "navigability" in
Maryland waters over time. Each student
will select a single law case and be
called upon to search original court
records and forgotten archival materials,
as well as secondary sources when placing
the case in its political, economic and
social context. During the Fall semester
of 2007 the seminar will focus upon the
legal concept of "navigability."
Determination of whether or not waters are
"navigable" presents questions of state
and federal law of vital importance to
resource allocation and environmental
protection. The Seminar will be conducted
by Dr. Edward C. Papenfuse, Maryland State
Archivist and Commissioner of Land
Patents, Professor Garrett Power,
University of Maryland School of Law and
Bill Sleeman, Bibliographic Resources &
Government Documents Librarian, University
