CAMPUS POLICIES
Computer Access to UMBC Student
and Financial Information
In order to establish and communicate consistent procedures
for managing administrative user accounts on HPUMBC1, and to comply with
standards established by the State Data Security Committee, University
Computing Services has instituted the following procedures effective March
17, 1997:
In General:
- user account passwords will expire in 180 days from the
date that it was created or last changed
- user account passwords must be 6 to 8 characters in length and must
not have been previously used in the past year
- user accounts cannot be transferred to new or re-issued to returning
employees
- any user accounts that have not been used for 1 year will be deleted
- a report is sent each month to all department directors indicating
current system users and their data access capabilities
- all requests involving user accounts are stored in the UCS Helpdesk
database for a minimum of 2 years for audit reporting
New User Accounts:
- the request for the account must be via E-mail or memo from
a member of department management to the UCS Help desk
- the employee or a member of department management must sign for the
account and present a UMBC Photo ID
- any user accounts not retrieved within 30 days of request will be
deleted and the request must be made again
Changes to existing User Accounts:
- requests for changes to user account passwords, must be
via E-mail or memo from a member of department management
- requests received prior to noon will be acted upon no later than
4:30 pm, requests received after noon will be acted upon by noon the
next business day
- requests for changes to user accounts because of name changes due
to marriage, divorce, etc., must be via E-mail or memo from a member
of department management - these changes will be made no later than
5 business days from receipt of the request
Access to Data:
- access to online and report data cannot be made by UCS,
only the department management that owns the data has the authority
to grant the access and this access must be approved in writing
via E-mail or memo by the department that owns the data
- changes to users' access to system utilities (report writers, access
to other UM campus computers, etc.) must be via E-mail or memo from
a member of department management to University Computing's Help Desk
Deletion of User Accounts:
- the request for the deletion of a user account must be via E-mail
or memo from a member of department management - exigent circumstances
(termination, etc.) may also require a telephone call from department
management
