| Lecturer
in ESOL/Bilingual Education and Spanish, and co-Director
of the ESOL/ Bilingual M.A. Program at the University
of Maryland Baltimore County (UMBC). At UMBC, his responsibilities
include: teaching in the ESOL/Bilingual M.A. program (Methods
of Teaching ESOL Reading, Intercultural and Crosscultural
Communication, Project Seminar in ESOL/ Bilingual); student
teacher supervision; international and local internship
placement and supervision; and program and grant administration.
Mr. Schwartz has extensive experience in ESOL (ESL/EFL)
and bilingual education, cross-cultural training and
in teacher-training: both in the U.S. and abroad. His
areas of interest include program evaluation, developing
and testing language proficiency, cross-cultural communication,
English for Specific Purposes, and ESL/EFL methodology.
Mr. Schwartz overseas experience includes: Jeddah, Saudi
Arabia (Deputy Director of an ESP program); Tunis,Tunisia,
(Coordinator of language training for a Peace Corps
vocational education training program); Puerto Rico
(EFL public school teacher) and (Coordinator of Spanish
language training for the Peace Corps' Latin American
training center); Huaraz, Peru (Fulbright/Hayes Secondary
EFL teacher and teacher trainer); and Seoul, Korea (Peace
Corps Staff EFL advisor).
He has developed, worked in and evaluated training
programs specifically designed to prepare second and
foreign language teachers and other professionals in
Puerto Rico, Korea, Tunisia, Thailand, Mexico, and Ecuador.
Most recently he evaluated the Baltimore City Public
Schools Non-traditional Foreign Language Program for
Chinese and Japanese; the EFL Preparatory School Program
at the Benemerita Universidad Autonoma De Peubla, Puebla,
Mexico; and the USIA English Teaching Fellows program
for the School for International Training. He has served
as a consultant for ESL, EFL and cross-culture training
programs at the Benemerita Universidad Autonoma DePuebla,
Puebla, Mexico (Academy of Educational Development);
and the International Health Services Division, Johns
Hopkins Hospital. He is presently working on developing
an EFL teacher certification program with the Centro
Ecuatoriano Norteamericano, Guayaquil, Ecuador. He has
served as an USIS academic specialist in Mexico and
Ecuador, and as program evaluator for USIS and Peace
Corps programs in Poland, Hungary, Bulgaria, Romainia,
and Hungary.
