HEALTH BENEFITS OPEN ENROLLMENT
October 1, 2013 through October 16, 2013
Health Benefits Open Enrollment is scheduled for the period October 1-16, 2013. This is a regular plan year based on the fact that the State of Maryland is switching to a calendar year vs. fiscal plan year. As a result, the benefits selected during this open enrollment will be effective for the period January 1, 2014 through December 31, 2014. There will be a correction period from October 21-31, 2013 that will allow employees to correct errors made during open enrollment.
This is a voluntary Open Enrollment period. Coverage for current enrollees who wish to continue benefits with the same providers will rollover into the new plan year, with the exception of the renewal of a Flexible Spending Account (FSA). As always, FSA coverage does not roll over to the next plan year. The employee must take positive action to renew the account(s). The maximum amounts that can be deducted for the plan year are $2,500 for the Health Care Spending Account and $5,000 for the Dependent Care Spending Account.
KEY INFORMATION FOR PLAN YEAR 2014
Open Enrollment Packets will contain a pre-printed benefits statement with current coverage information, a Benefit Summary Guide, Important open enrollment instructions, a Health Insurance Marketplace brochure from the State of Maryland, and the rates for the new plan year. If you are not making changes to existing coverage (with the exception of spending accounts), simply write “NO CHANGE” on the pre-printed form, sign, date and return it to the Human Resources (HR) Department.
Interactive Voice Response (IVR)system still available! The IVR system allows employees to phone in changes or additions to benefits coverage 24 hours a day, seven days a week during open enrollment. The contact number is 410-669-3893 (Baltimore area) OR 1-888-578-6434 (outside Baltimore) OR 410-333-5244 (TTY/TDD). Current enrollees who want to enroll in a new plan, cancel benefits, change benefits, or renew a Flexible Spending Account must use the IVR system. The system will be available until 11:59 p.m. on October 16, 2013. The HR Department will print confirmation statements to send to employees who have made changes via the IVR System.
Interactive Enrollment Forms are back! Employees may simply download the form to a computer, complete, print and sign. Completed forms and supporting documentation should be returned to the HR Department for review and processing.
Defense of Marriage Act (DOMA) was repealed on June 26, 2013. As a result, same sex married couples now have the same benefits, protections and obligations as opposite sex married couples, under Maryland Law. This includes pre-tax coverage for spouse and dependent children, elimination of post-tax and imputed income requirements, and enrollment in health care/dependent care spending accounts.
Same Sex Domestic Partner Coverage has changed with the passage of the Civil Marriage Protection Act, effective January 1, 2013. Consistent with changes in the regulations, same sex domestic partners and/or their children enrolled prior to July 1, 2013 may continue coverage under the Program through December 31, 2014, after which time, coverage will no longer be available. Due to federal regulations, post tax and imputed income rules still apply to same sex spouses and their dependents unless those dependents qualify as federal tax dependents of the employee.
Flexible Spending Account Limits for the Health Care and Dependent Care Spending Accounts will return to normal for the new plan year. Health Care limit will be $2,500 and Dependent Care limit will be $5,000 for the short plan year. Deductions should be based upon 24 pay periods.
Out-of-Pocket Maximums and Deductibles for employees and retirees enrolled in the medical plans (includes behavioral health coverage), prescription drug coverage and/or dental will return to normal for the new plan year. Health Insurance Marketplace Coverage Options will be in place effective January 1, 2014. When key parts of the Affordable Care Act (ACA) are implemented, there will be a new way for employees to evaluate options for health care coverage. To assist you with evaluating options, you are encouraged to review the four-page notice provided in your open enrollment packet. Please remember, the options under the Marketplace are not applicable if you are currently enrolled in any of the State medical plans that meet the standards of the ACA, or have coverage from another source that meets the federally mandated requirements. The notice is also available on the HR website at www.umbc.edu/hr under the Open Enrollment link.
Employees adding or deleting a dependent via the IVR must provide the required supporting documentation to the Human Resources Department no later than January 15, 2014. Examples of the necessary documentation are provided in the Benefit Summary Guide. The dependent affidavit form is also available on the HR website in the Open Enrollment section. Verification documents not received by the deadline date will result in the dependent being removed from coverage.
Open enrollment packets for individuals enrolled as of August 17, 2013 have been picked up by campus department representatives. Direct bill employees (Contingent II, individuals on Approved Leave Without Pay, etc.) will receive open enrollment packets at their home address. Please review the materials carefully.
If your enrollment began after August 17, 2013 you will not receive an Open Enrollment Packet. However, you may still use the IVR system to make changes to existing coverage, enroll for additional coverage, or cancel coverage. A confirmation statement will be issued outlining changes made via the IVR system. If you discover errors on the confirmation statement, you should contact the UMBC HR Department immediately.
If you have never been enrolled for coverage but wish to enroll, you must download and complete the interactive open enrollment form and submit it to the HR Department (with appropriate supporting documentation if dependent coverage is elected) no later than 12:00 noon on October 16, 2013. A confirmation statement will be issued to confirm new coverage.

Employees are urged to review the different plan options and participating provider directories before making benefit selections.
Open Enrollment Information Sessions: Faculty and staff will be notified in the near future of the dates for open enrollment information sessions. You are encouraged to attend one of these sessions if you have questions about the process or available benefits.
