FOR DIRECT PAY EMPLOYEES
(PT TEMPORARY, CONTRACTUAL,
EMPLOYEES ON LEAVE WITHOUT PAY)
Open Enrollment for employees with Direct Pay benefits, including contractual employees, employees on Leave Without Pay, and former employees on COBRA, runs from October 1-31, 2013. A Contractual (Contingent I or II) employee may or may not need to take action during Open Enrollment, depending on the employee’s current situation and wishes for the Short Plan Year 2013. The possible scenarios and the required actions are described below.
Open Enrollment Packets will contain a pre-printed benefits statement with current coverage information, a Benefit Summary Guide, Important open enrollment instructions, a Health Insurance Marketplace brochure from the State of Maryland, and the rates for the new plan year.
Contractual employees already enrolled in State benefits by August 17, 2013 should receive a package of information at their home directly from the Department of Budget and Management. Employees desiring to maintain the same benefits, the employee need not take any action at all. Benefits will simply roll over into the new plan year.
If the employee wishes to change or cancel benefits, the Open Enrollment form must be completed and returned to the HR Department by 12 noon on October 31, 2013.
Contractual employees who enrolled in State benefits after August 17, 2013 will not get an enrollment package at home. The same procedures apply as described above. Namely, if the employee wishes to maintain the same benefits for the 2014 Plan Year, no action is necessary. Benefits will simply roll over into the new short plan year. Employees desiring to change or cancel benefits, must complete an Open Enrollment form and return the form to the HR Department by 12 noon on October 31, 2013. Direct Pay Enrollees (Employees on Approved Leave of Absence Without Pay/LAW or on COBRA) who are enrolled for Healthcare flexible spending accounts must re-enroll for spending account coverage.
