MIPAR, the Department of Information Systems, and the the Department of Computer Science and Electrical Engineering established the National Center for the Study of Elections (NCSE ) in 2006 in cooperation with the Maryland State Board of Elections. The Center provides technical assistance and research support to the the State Board of Elections in a variety of areas. UMBC faculty associated with NCSE pursue an active research agenda, and seek funding from a variety of sources to support this research. In this way, the work of the Center provides value and impact within Maryland and nationally.

Research

The reliability of electronic voting, specifically touch screen voting systems and independent verification of electronic voting, have become a focus of attention in a number of states, including Maryland. NCSE’s research informed discussions about the impacts of vote verification systems on voters, the voting process, and election administration in Maryland. The studies are intended to assist citizens and policy makers in understanding a complex subject, and in making decisions concerning Maryland’s voting system.
