MIPAR Staff

Director

Dr. Donald NorrisDonald F. Norris, Director of MIPAR since 1989, is also Chair and Professor of Public Policy. Dr. Norris is a specialist in public management, urban politics, and the application, uses and impacts of information technology (including e-government) in public organizations. He holds a B.S. in history from the University of Memphis and both an M.A. and a Ph.D. in government from the University of Virginia. In the past two years, he has been Primary Investigator (PI) or co-PI on external research funding totaling nearly $1 million.

Dr. Norris has authored or co-authored more that 50 research reports and monographs and nearly 40 scholarly papers. He has consulted with Local and State governments for more that 30 years in a wide range of areas in Public Policy and management of information technology. Deputy Director

Dr. Dave MarcotteDave Marcotte is Associate Professor of Public Policy and Graduate Program Director. His. fields of interest include social policy, employment and training policy, education, mental health, and labor economics. His work is largely in the area of applied economics.

Dr. Marcotte has a Ph.D. in Public Policy from the University of Maryland, College Park, and an M.A. from the University of Minnesota's Humphrey Institute of Public Affairs. Prof. Marcotte has worked with state and federal agencies on a variety of projects to evaluate and improve management of public job training programs. His current research includes various projects on mental health, suicide, and education at community colleges.  Full cv


Associate Director

Photo of Linda BrownLinda Brown, Associate Director, joined the Institute in 1989. She received her B.A. from Brooklyn College and M.B.A. from the New York Institute of Technology.

Deborah Geare, Business Services Specialist, joined MIPAR in 1995. She is a recipient of the 2007 UMBC Presidential Staff Award for Non-exempt staff.


Photo of Gay WarshawGay Warshaw, Administrative Assistant, joined MIPAR in 2001. She received her B.A. from UMBC in 1982.

 


Photo of Anne RolandAnne V. Roland, Intergovernmental Relations Coordinator, joined MIPAR in 2004. She received her B.S. from Virginia Tech and M.B.A. from University of Maryland, College Park.


Graduate Research Assistants

MIPAR employs a number of graduate research assistants each year. They are primarily, but not solely, from the UMBC Department of Public Policy. Other departments that have supplied graduate research assistants in recent years include Economics, Psychology and Sociology. During their tenure at MIPAR, the graduate research assistants have the opportunity to apply the knowledge obtained through coursework to applied research projects and to develop valuable skills while working on those projects. MIPAR graduate research assistants also work off campus on projects at the Maryland Department of Health and Mental Hygiene.
