Dave
Marcotte is Associate
Professor of Public Policy and Graduate Program Director.
His. fields of interest include social policy, employment
and training policy, education, mental health, and labor
economics. His work is largely in the area of applied
economics.
Dr.
Marcotte has a Ph.D. in
Public Policy from the University of Maryland, College
Park, and an M.A. from the University of Minnesota's
Humphrey Institute of Public Affairs. Prof. Marcotte
has worked with state and federal agencies on a variety
of projects to evaluate and improve management of public
job training programs. His current research includes
various projects on mental health, suicide, and education
at community colleges. Full

Judith
Shinogle is a
MIPAR research scientist. She is responsible for developing
proposals for submission to external funding agencies,
and for conducting applied and scholarly social science
research.
Dr.
Shinogle has a Ph.D. in Public Health Economics from
the Johns Hopkins University, and a Master’s in Health
Policy from the Harvard School of Public Health. She
was an assistant professor in the Department of Health
Services Administration at the University of Maryland
College Park. She has also held positions as an economist
with RTI International, a
NCHS/AcademyHealth Policy Fellow, and an assistant professor
at the University of South Carolina.

Linda
Brown, Associate Director of MIPAR, joined the Institute in
1989. She received her B.A. from Brooklyn College and
M.B.A. from the New York Institute of Technology.

Anne
V. Roland, Manager
of External Relations, joined MIPAR in 2004. She received
her B.S. from Virginia Tech and M.B.A. from University
of Maryland, College Park. She is the 2008-2009 President
of the Professional Staff Senate.

Geare, Business
Services Specialist, joined
MIPAR in 1995. She is a recipient of the 2007
UMBC
Presidential Staff Award for Non-exempt staff. She is
currently pursuing a B.A. in Health Administration and
Policy and a Certificate in Finance.

Gay
Warshaw, Administrative
Assistant, joined MIPAR in 2001. She received her B.A.
from UMBC in 1982. She
is currently pursuing an M.A. in Intercultural Communication.
