Chargeback Policy
for UMBC New Media Studio
CATEGORY 1. UMBC
DIRECT INSTRUCTION
- Definition
- Category 1 includes
services and/or produced materials that are accountable
to a specific scheduled UMBC course number. These services
and materials are to be used for direct instruction in a
classroom, laboratory, or a resource center.
Policies
a. All services (labor
and equipment) are provided on a noncharge-back basis to the
requester for the purpose stated above. Budgeting and accounting
for these expenditures are the responsibility of the New Media
Studio.
b. Materials,
such as props, audio and video tapes, are charged back to
the departments.
c. Requests performed
under Category 1 will receive first priority on the production
schedule.
d. Each request
must be identified with a course number.
e. Requests whose
estimated cost to the New Media Studio exceeds $75.00 (materials
and labor) must have written approval of the Departmental
Chairperson before services are performed.
f. Services that
are classified as Category 1, but are funded by a Federal,
State, or local grant, are subject to charge-back at Category
2 rates.
CATEGORY
2: UMBC NON-INSTRUCTIONAL SUPPORT
- Definition
- Category 2 includes
services and/or produced materials that are used by department
or University offices for in direct or support of non-instructional
programs and by chartered campus organizations.
Policies
a. All services
under Category 2 are provided at approximately 50% of the
actual costs.
b. All requests
must have an account number (IDT) and signed authorization
of an individual who controls that account or be paid in advance
before services will be performed.
c. Category 2
requests will receive second priority on the production schedule.
CATEGORY 3: STATE
AGENCIES, UMS CAMPUSES, NON-PROFIT ORGANIZATIONS, GRANT PROJECTS
AND INDIVIDUAL FACULTY (SELF-BENEFIT) REQUESTS.

- Category 3 includes
services and/or produced materials for Federal or State
supported agencies, self-supported University agencies,
grant projects and non-profit organizations other than the
University of Maryland Baltimore County Campus direct instruction.
Policies
a. All services (material,
equipment and labor) will be on a cost recovery basis. A current
price list and/or cost estimate will be furnished upon request.
b. All requests
must be accompanied by a contract signed by the Associate
Vice President for Administrative Affairs, a purchase order
or account number before services can be performed.
c. Category 3
requests will receive third priority on the production schedule
and will be accepted as time permits.
d. Individual
faculty requests which are not related directly to instruction,
as defined above, will be charged Category 3 rates.
