UMBC PARKING
RULES & REGULATIONS

AUGUST 2008

It is the responsibility of everyone who operates a motor vehicle on the campus to become familiar with the following information. These regulations have been established in order to expedite the safe and orderly conduct of University business and to provide parking facilities in support of this function.

Permits: A VALID UMBC PERMIT must be displayed on a vehicle parked in any non-metered space. Failure to display the permit or register the vehicle may result in the issuance of a violation. Campus roadways and lots require display of a UMBC permit Monday through Thursday from 7:00 a.m. to 9:00 p.m. and 7:00 a.m. to 3:30 p.m. on Friday. Permits are enforced year round. Parking on lots is restricted by on-site signage. Faculty, staff and students may park on roadways with a valid UMBC permit. Restrictions for resident freshmen are listed under student information.

Gated lots are restricted to faculty/staff with gated permits from 7:00 a.m. to 3:30 p.m., Monday through Friday. Parking is available after 3:30 p.m. on weekdays and all day during weekends in gated Lots 10, 16/9A and 2 for a $.50 fee, quarters only. Parking Services will raise gates as necessary due to malfunctioning equipment; however gated permits will still be enforced until 3:30 p.m., Monday through Friday.

If you forget your permit, a one-day permit may be obtained from Parking Services with proper UMBC ID.  Temporary permits for students are limited to their registered vehicles.  Exceptions may be granted for rental vehicles with proper documentation. Limit of 3 per semester.

Do not register a vehicle or purchase a permit for another's use on campus; to do so constitutes fraudulent registration. Do not extend your permit privileges to any other University affiliate. Penalties for misuse of University privileges are severe and may result in immediate tow, disciplinary action in the case of students, and revocation of parking privileges.

A student or employee may not transfer their permit to another student or employee. If you lend your vehicle to another person, the vehicle must comply with the vehicle owner's parking status.

Violations issued for illegal display/receipt/altered permit will be charged to both the registered vehicle and the permit holder. A repeat illegal display/receipt/altered permit violation will result in the vehicle being towed at the owner's expense.

One permit will be issued for each faculty, staff or student. Permits are interchangeable between vehicles, not between students or faculty/staff.  Owners of motorcycles, soft-top vehicles and jeeps may obtain decals in addition to their permit at Parking Services.  ONLY ONE VEHICLE PER PERMIT HOLDER MAY BE PARKED ON CAMPUS AT ANY TIME.

Motorcycles and road approved motor scooters must be registered with Parking Services and display a valid UMBC decal.  Your designated parking area will be the same as allowed with your parking permit.  A maximum of two motorcycles/scooter are permitted in one parking space.  Decals are available at Parking Services.

Bicycles must be parked in bicycle pods or at bicycle racks. Bicycles chained to trees, buildings, poles, etc. may be confiscated by university police.

The permit holder is responsible for all parking violations cited against the permit. A parking violation issued against a vehicle without a permit may be charged to the registered owner of the vehicle.

Permits must be properly displayed from the rear view mirrors. Motorcycles must have a decal affixed to the front shocks. Jeeps and convertibles must have the decals affixed to the driver's side lower inside of the front windshields.

Permits are the property of Parking Services and may be confiscated if illegally procured, displayed and/or altered.

Lost or stolen permits must be reported to Parking Services immediately. The replacement fee for a permit or gate card is $25.00. Replacement permits are purchased at Parking Services.  Payment types accepted are currency or check only.
