UMBC PARKING
RULES & REGULATIONS

General Visitor Parking: Visitor parking is available in metered lots with either single space mechanical meters or a pay and display station.

Mechanical meters are enforced year round Monday-Friday from 7:30 am until 9:00 pm. Meter fees are $.25 for each 15 minutes, quarters only, maximum time of 5 hours. Parking Services does not guarantee that change will be available on campus.  The mechanical meters are located at the Administration Drive Garage.

Pay and display visitor parking is $2.00 per hour and payable by MasterCard, Visa or exact currency (no change provided).  Pay and display parking is enforced Monday-Friday from 7:00 am until 7:00 pm. Pay and display visitor parking is located at Lot 7, Lot 9, Commons Garage first level and Walker Ave Garage top level.

Metered parking is not enforced on the following University observed holidays:  New Years Day, Martin Luther King Day, Memorial Day, 4th of July, Labor Day, Thanksgiving day and the following Friday, and Christmas day through the end of the calendar year.  Visitor parking is enforced when university offices are open even if classes are not scheduled.

Medical Permits: Medical Permits are issued for a maximum of 6 weeks to faculty, staff and students with a UMBC permit for documented temporary medical needs. A physician's confirmation indicating the need and duration on addressed letterhead with physician's original signature must be provided. Medical permits provide parking at a meter on campus. UMBC medical permits are not valid in disabled parking spaces.

Disabled Parking: All UMBC affiliates utilizing designated disabled parking must register with Parking Services by providing the medical certificate and picture ID. Registered individuals in compliance with state regulation may use designated parking only when a university parking permit is displayed with a State issued disabled license plate or placard on their vehicle. UMBC permit holders with handicapped parking privileges may park at any handicapped space on campus except for gated lots which are restricted to gate card holders. Faculty, staff, and students may park for free at a meter on campus with their valid UMBC permit and disabled handicapped plate/placard displayed if a designated disabled space is not available.

A visitor with a disabled plate/placard may park a a metered space on Administration Dr Garage without cost for a maximum of 5 hours. The Pay and Display visitor pay stations are ADA compliant and visitors with disabled plate/placard will need to pay when parking in these areas.

As required by State Law, drivers operating vehicles displaying state issued disabled license plates or placards must provide their state MVA disabled authorization form to Parking Services or Police enforcement officials upon request. The identified disabled person must be either the driver or a passenger in the vehicle.

Any fraudulent misuse or misrepresentation in the display of a State issued MVA handicapped parking privilege and related placards, tags or supporting documentation, while using a UMBC disabled parking area constitutes and establishes the same violation as handicapped parking without a permit and will be charged as handicapped parking without a permit.
