Adele Kirk is Assistant Professor of Public Policy. Dr. Kirk’s fields of interest include health economics, labor economics, and quantitative methods. Her specific areas of research interest include private health insurance markets, the relationship between socioeconomic status and health, and work disability.

Prof. Kirk has a Ph.D. in Health Services from UCLA and a Masters in Health Administration from the University of Ottawa, Ontario. Before coming to UMBC, she was an AcademyHealth/NCHS Health Policy Fellow at the National Center for Health Statistics. Prior to her doctoral studies, she worked in the Office of Health Policy, Assistant Secretary for Planning and Evaluation at HHS, and as a research associate at the Alpha Center, a health policy and research center.

Prof. Kirk has worked on projects examining the structure and organization of health insurance markets. She conducted evaluations of individual health insurance market reforms in three states, and provided technical assistance to state policy makers. She has also examined the relationship between managed care markets in Medicare and the market for “Medigap” supplemental insurance.

Prof. Kirk has published in journals including the Journal of Health Politics, Policy, and Law, Medical Decision Making, the Journal of General Internal Medicine, and the Journal of Insurance Regulation. Her current research focuses on work disability and the effects of education on health.
