A student's residency status will determine the tuition rate that they will pay upon the following two possibilities
A student's residency status is first established during the application process. The student's status can be changed, providing proper proof and documentation, up until the first day of their first semester. Any requests for change thereafter will need to follow the petition process.
UMBC, as a part of the University System of Maryland (USM), defines in-state status as someone who:
has, for at least twelve (12) consecutive months immediately prior to and including the last date available to register for courses in the semester/term for which the student seeks in-state tuition status, the continuous intent to:
- Make Maryland his or her permanent home; and
- Abandon his or her former home state; and
- Reside in Maryland indefinitely; and
- Reside in Maryland primarily for a purpose other than that of attending an educational institution in Maryland.
-OR-
- is, or is the spouse or financial dependent of, a full-time or part-time (50%) regular employee of a University System of Maryland educational institution
-OR-
- is, or is the spouse or financial dependent of, a full-time member of the U.S. Armed Forces, residing or stationed in Maryland, or whose home of residency is Maryland.

A Residency Petition form must be completed and submitted to the Registrar's Office 's Residency Evaluator by mail or hand delivery. Faxed copies of the petition and documentation will not be accepted. Please mail or hand deliver the form and all required documentation (detailed in the form) to.

Financially dependent students must have their petition form signed by their Parent/Guardian/Spouse and notorized. Notary services are available for these purposes at the on-campus bookstore and bank located in the Commons.
Your completed petition and all required documentation must be submitted to the Registrar's Office by the last day of late registration for the term which you request to be classified as "In-State."
The petition is only considered valid if the student enrolls in the term in question.
During the processing time of the petition the student will still be billed as an Out-of-State resident. Students will be responsible for any late fees and finance charges that are assessed to their student account during the petition process. If an approval is granted, then Student Business Services will credit the student's account for any excess tuition paid.
If a petition is denied, the student can choose to appeal. There are two levels of appeal:
UMBC, as part of the University System of Maryland (USM), has been authorized by the USM Board of Regents to waive the 12-month residency requirement for civilian employees and defense contractors transferred to Maryland under the Base Realignment and Closure Commission (BRAC). The waiver allows these categories of workers, as well as their spouses and dependent children, to qualify for in-state tuition immediately upon their transfer. In addition, this exception allows these categories to submit adequate documentation of a BRAC-related transfer (from the Department of Defense or the employee's military unit for the civilian employees, and from their employers for the defense contractors) in lieu of documentation of the criteria set forth in USM's standard policy on establishing residency.
