American Recovery and Reinvestment Act of 2009 (ARRA) information

The American Recovery and Reinvestment Act of 2009 (ARRA) is generating a variety of funding opportunities for faculty. Federal agencies have started posting information on how they plan to allocate funding received under the ARRA, including in some cases how they will monitor and report their actual spending. Below are some of the web site links established so far. Note that NIH has posted the most details, including an ARRA funding announcement for Challenge Grants and special terms and conditions for ARRA awards. As expected, these special terms and conditions contain the extensive reporting requirements described in the ARRA and in OMB's guidance to agencies. Construction, Repair and Renovation

Renovation and repair of core facilities $1 million - $10 million (RFA-RR-09-007) - Due Date: September 17, 2009

Major alterations and renovations to existing buildings $2 million - $15 million (RFA-RR-09-008) - Due Dates: May 6, 2009 (projects between $2M - $5M); June 17, 2009 (projects between $10M and $15M) ; July 17, 2009 (projects between 5M and $10M)

Research and Research Infrastructure

Grand Opportunities program to support large-scale research projects that accelerate critical breakthroughs, early and applied research on cutting-edge technologies, and new approaches to improve the synergy and interactions among multi and interdisciplinary research teams.

Approximately $200 million will be obligated by September 30, 2010 RFA-OD-09-004 - Due Date: May 29, 2009

Challenge Grants

Academic Research Infrastructure Program: Recovery and Reinvestment (ARI-R²)

Various awards available: Approximately 100 awards ranging from a total of $250,000 to $2,000,000; approximately 6-10 awards ranging from a total of over $2 million to $5 million; approximately 3-5 awards ranging from a total of over $5 million to $10 million. The award duration for ARI-R² grants up to $2 million is up to three years; award duration for grants over $2 million up to $10 million is up to four years.

NSF 09-562 - UMBC may submit only one proposal - Letter of Intent Due: July 01, 2009; Full Proposal Deadline: August 24, 2009

 

Major Research Instrumentation-Recovery and Reinvestment (MRI-R2)

Proposal budgets may include requests from NSF in the range $100,000-$6 million from Ph.D.-granting institutions and non-degree-granting organizations.

NSF 09-561 - UMBC may submit three proposals - Full Proposal Deadline: August 10, 2009

 

Basic Research in Science & Engineering

 

Includes funding for

  • $2 billion for research grants, mainly to previously reviewed applications judged to be of high quality but no funding was available
  • $300 million for major research instrumentation program of competitively awarded grants for university researchers
  • $200 million for Academic Research Infrastructure program of competitively awarded lab construction grants, mainly for universities
  • $100 million for Noyce Teacher Scholarship Program ($60M); Math and Science Partnerships Program ($25M); new Professional Masters Science Program ($15M)
  • $400 million for major research equipment and facilities construction to accelerate construction of facilities with unique, cutting-edge capabilities
