Governing Rules Details
The Pan-Am is governed by the Guidelines of the USCF College
Chess Committee, as amended by various votes of the USCF College
Chess Committee (CCC). In January 2004, new eligibility rules
took effect.
Each college and scholastic team will be required to submit proof
of compliance with the eligibility rules (e.g., a letter from
the school's
registrar).
Following a 2003 vote of the CCC, we plan to use FIDE rules.
Given the
international flavor of the event, FIDE rules are most appropriate.
It is
possible to enforce FIDE with a limited number of tournament directors
by allowing disinterested players act as observers.
Following a 2003 vote of the CCC, we plan to use FIDE ratings.
For players without FIDE ratings, an estimated FIDE rating will
be assigned using the standard conversion formulae.
Games will be USCF and FIDE rated.
