The Pan-Am is governed by the
Guidelines of the USCF College Chess Committee (1993), as
amended by various resolutions of the USCF College Chess Committee (CCC)
since then that were passed by the USCF Policy Board or USCF Delegates.

Roles of Captain in Team Swiss Events
To verify registration is complete.
To see that teams arrive on time for each match and are properly seated
in correct board order.
To report and verify results have been correctly posted
round-by-round.
To advise players only when asked what the likely consequences of a draw
would be for the team, and to respond to such a request without looking
at the game of the player making the request.
Time Controls (same for all three events)
First 40 moves in 2 hours, then rest of game in one hour (40/2, SD/1). Set
digital clocks for 115mins (1 hour, 55 minutes) with 5-second delay. Set analog
clocks for 4pm.
Please be Considerate
Turn off all cell phones and pagers during each round.
Be quiet in the playing halls.
After your game, do not talk or analyze in the playing hall. The
Skittles Room (Meeting Room 15) is for talk, analysis, and informal
play.
Do not argue with your opponent. If you have an issue, talk with a
tournament director.
The snack food at each round is for registered participants only. During
the first hour of each round, please take only one drink and one food
item.
Tie Break Systems
Intercollegiate
Weighted Sum of Ind. Game points (US Amateur Team system)
Scholastic: Open to any student (grades 1-12) from
North, South, Central America. Teams are top four individuals from same campus
of same school. Each delegation must send letter from school official
certifying eligibility. Home schoolers may play only for their district
school.
Closed: Open to any individual connected with any
college or scholastic delegation at Pan-Am (alternates, faculty, coaches,
students, alumni, fans).
