1. Minutes for 10/9/08 were approved.
2. Policy on Prerequisites
To help facilitate a smooth transition
with respect to the enforcements of pre-requisites in the new SA, and in keeping
with de-facto practice in some departments, the UGC would like to propose that
by the start of 2009-2010:
- There will be two categories of
pre-requisites: "recommended course preparation," which would not
be enforced by SA but would serve as signposts to students about what is needed
for success in the course, and pre-requisites proper, which would be enforced
through SA. There will be a process to override any pre-requisite on an individual
student basis.
- All currently approved pre-requisites
will default to "recommended course preparation" unless departments
specifically request the Registrar's Office to retain the prerequisite notation,
in which case that pre-requisite would be enforced by SA.
- Departments need not come back
to the UGC for approval of their decisions as to which of their current pre-requisites
they would want to enforce through SA. If departments make changes other than
the ones described above in their currently approved pre-requisites, they
would need to route those changes through the UGC.
- When proposing a new course,
departments would henceforth specify a course's "recommended course preparation"
and "pre-requisites" with the understanding that the first would
NOT be enforced by SA and the second would.

HAPP
200 Human Development Implications for Health and Disease - (Change:
Prerequistes) -
The UGC
approved the change to HAPP 200, though it would like to suggest that
the department indicate a "recommended course preparation" to
guide students. The UGC is concerned that first semester freshmen might
take the course since it has no pre-reqs and not be adequately prepared
for the course. "Recommended course preparation" is not an enforceable
pre-req but rather a sign post for students.

Hum
200 Experiences in the Humanities (New) - The UGC tabled
Hum 200 because the committee did not think the one credit
course would comply with MHEC contact hours requirements.
MHEC text related to hours/credit is: "D. Credit Hours.
(1) An institution shall award 1 semester hour of credit for:
(a) A minimum of 15 hours, of 50 minutes each of actual class
time, exclusive of registration, study days, and holidays;
(b) A minimum of 30 hours, of 50 minutes each of supervised
laboratory or studio time, exclusive of registration, study
days, and holidays; (c) A minimum of 45 hours, of 50 minutes
each of instructional situations such as practica, internships,
and cooperative education placements, when supervision is
ensured and learning is documented; or (d) Instruction delivered
by electronic media based on the equivalent outcomes in student
learning in §D(1)(a) of this regulation, and may include
a combination of telelessons, classroom instruction, student
consultation with instructors, and readings, when supervision
is ensured and learning is documented. In order to approve
the course, the UGC needs to see more extended learning experiences.

210 History of the Theatre I (Change: Course Number, Prerequistes
& Description) - The UGC discussed the proposed changes
to Theatre 210, 211, 312, 360 and 361. The UGC tabled them
because while the UGC understands the programmatic logic of
the desired changes, it needs an explanation with some degree
of detail of what substantive changes will be made to each
course to reflect that it will be offered at a different level.

HAPP
401 Occupational Health Policy and Practice - (Change:
Prerequistes) -The UGC discussed and tabled HAPP 401 and 402
and would like the department to answer the following questions:
What has changed in the teaching of these courses that Chem
is no longer required? Given that Chem is dropped and so is
HAPP 200, and only HAPP 100 is a pre-req., are these still,
in effect, 400 level courses? And why is Happ 100 required
- a course _/not/_ required for HAPP 200?

411 Health Regulation and Quality Improvement - (Change:
Prerequistes) - The UGC similarly tabled 411, because while
it felt more comfortable with the added "junior status"
pre-req. (and the committee wondered why it was added to this
course and not the previous two?). The UGC felt that in general,
it appeared the department was making changes for which we
did not understand the rationale. The UGC would like for the
department to explain to the committee more fully it's reasoning
for these changes and allay our concerns about your 400 level
courses.

Removed from Tabled Postings
The following tabled postings were
removed from tabled postings.

AGNG
435: Images of Aging Through Advertising & Media (New) - The UGC
discussed AGNG 435 and it was tabled due to questions. The UGC feels that
the course is "light" for a 400 level course - given the pre-requisites
(any three AGNG courses or permission) and the nature of the course. The
UGC could not see any reason why the course could not also be taken by
first or second year students. Please explain the followiong: 1. Why offer
it at the 400 level? 2. How much writing would be involved, what would
be its length, etc. The UGC would also like a more detailed syllabus,
perhaps the one of 498 which has previously been offered, and provide
a more thorough rational of why this should be a 400 level course.

BIology
395: The Art of Scientific Writing (New) - The UGC discussed Biology
395 and had the following suggestions: 1. The UGC would like for MARC
to be placed in the title for clarity purposes. 2. The UGC thinks that
the 300 level is high - so the committee would either like for it changed
to 200 level course, or for the department to justify convincingly why
it should be an upper-level course. 3. The UGC would like for the department
to make clear in the catalog description that this course does not fulfill
WI requirements.

Mechanical
Engineering (Program Change) - The UGC discussed the Gateway proposal
for Mechanical Engineering. The UGC's main objection focuses on the
unequal treatment of transfer students and native students.
While the UGC has no objections to the gateway proposal, it cannot approve
it as long as both classes of students are not treated equally. The
recommendation is that the proposal is adjusted and resubmitted.
