Please join UMBC faculty, students, staff and guests for a presentation by 2014 Judith A. Shinogle Memorial Award recipient Alison Mitchell. Ms. Mitchell is a Ph.D. candidate in the health policy concentration. She received her BA from Boston University, and an MPP from George Washington University. An analyst in health care financing for the Congressional Research Service (CRS), she assists members of Congress and their staff with policy and legislative issues related to Medicaid and the Children's Health Insurance Program (CHIP). Prior to joining CRS, Ms. Mitchell was a budget analyst for the U.S. House of Representatives Committee on the Budget, a senior policy analyst for the Maryland Department of Legislative Services, and a legislative deputy for a Los Angeles City Council member. Her dissertation research focuses on Medicaid managed care coverage for children. Specifically, she is analyzing whether Medicaid managed care coverage for children achieves cost savings for Medicaid and improves health care quality and access.

The family of Judith Shinogle established the Memorial Fund in her memory to provide support for doctoral students committed to health policy research. At the time of her death, Dr. Shinogle was a Senior Research Scientist with the UMBC Maryland Institute for Policy Analysis and Research and an adjunct faculty member of the Department of Public Policy.
